To my mind, it makes for the simplest template to do an untwinked Barbarian - especially if you want one geared towards building up a little wealth on the way - but I have a long track record of having a different mind than other people. If you can get any leech in your gear, your mana issues are basically gone, and if you can't you should be able to handle what mana you do use with pots. One of the biggest headaches for an untwinked barb is mana consumption, and this build handles that quite well. Plus, since you attack from a static spot - unlike WW - you can use WarCry to stun your enemies and since you attack more than one monster at a time - unlike Conc or Berserk - you can even kill some of them before they unstun, or at least get your attack speed going enough for them to be helpless even after stun wears off. Using Frenzy to power Double Swing gives you a ton of leeway in terms of weapon bases/weapon speeds while still allowing you a fast attack and with 0 mana cost on your attack you can afford to be a little choosier with your gear. 1)WW is dependent on weapon speed to a bothersome degree, not to mention the mana cost, 2)Conc and Berserk are single target attacks, 3)Plain Frenzy requires very fast weapons and/or very high skill level for a fast attack rate, it also works much, much better if both of your items are the same base (or at least your speed calculations will be much easier to figure out). If I were playing him as just a Frenzier? ~7.5 frames per attack. Level 10 Frenzy was letting me hit at 5.5 frames per attack with a Strength Morning Star and a nice magic War Hammer for a long time, now with a sweet rare cudgel with some IAS (and 10 IAS from gloves) he's swinging at 5 frames per attack (max double swing attack rate). Double Swing is handy because it costs 0 mana at level 6 and above.

Frenzy gives you a big chunk of IAS and so you can power another attack at a greatly increased swing rate. That's what I started on not too long ago, and I like it alot.
